Housing Diversity Strategy

The Housing Diversity Strategy(PDF, 12MB) is an important plan for Council and the community, to ensure there is a home for everyone in Hume in the future. 

The Strategy sets out a 20-year plan for the established areas of Hume, to: 

  • Direct new housing to the most appropriate locations
  • Increase choice and diversity of housing, including affordable housing 
  • Facilitate well designed and sustainable housing.

The community were invited to provide feedback on a draft Strategy in August-September 2020. More than 100 community members completed surveys or written submissions. This feedback was considered and, where appropriate, changes were made. 

The final strategy(PDF, 12MB) was adopted by Council on 22 June 2020 (updated 2023, see below).

Since the Strategy was originally adopted there has been changes to State and local policy, the Hume Planning Scheme has been translated to the new Statewide Planning Policy Framework (PPF), and some of the actions identified in the Strategy have now been completed.

To ensure Council’s housing Amendment is underpinned by current and up-to-date strategic work, the Strategy was updated and adopted by Council on 28 August 2023.

Amendment C263 proposed to implement the objectives of the Housing Diversity Strategy into the Hume Planning Scheme. Further information on Amendment C263 can be found here.
