Hume City Council to refund eligible motorists from January

Hume City Council has adopted a process to implement the Parking Infringement Notice Internal Review Refund Scheme. 

Following the announcement of the scheme in March, Council considered two options adopted by other Councils before determining the best solution for our residents.  

From January 2022, Hume City Council will contact all eligible motorists informing them of their eligibility for a refund. Once eligible motorists have verified their details, they will receive further advice from Council about how they can receive their refund.

The results of the scheme's rollout in other Councils indicate that this process will lead to more refunds for community members by easing the burden of motorists lodging a request for a refund. 

Members of the community who believe they may be eligible to receive a refund, but who have not received any correspondence from Council due to a change of address since applying for a review, can contact Council from January 2022 requesting that their request for a refund be assessed and, if approved, processed. 

Hume City Council acknowledges that the lead in time is longer than initially anticipated, however, this is a much more efficient process which will enable more motorists to receive the refund they are entitled to.   

Process: 

  • Council will investigate all cases of parking infringement appeals between 1 July 2006 and 31 December 2016 and whether an outcome was decided by an authorised Council officer exercising their discretion in making the decision. If we cannot show that it was, that motorist will be eligible for a refund. 

  • Council will contact all eligible motorists via email or mail, advising of their eligibility for a refund and be asked to verify their details with Council. 

  • Once eligible motorists have verified their details they will receive further advice from Council about how they can receive their refund. 

  • Members of the community who think that they may be eligible to receive a refund, but who have not received any correspondence from Council because they have changed addresses since applying for a review, can contact Council requesting that their request for a refund be assessed and, if approved, processed.

Who does this apply to?

This applies to individuals who appealed a parking infringement unsuccessfully between 1 July 2006 and 31 December 2016 and subsequently made payment to Hume City Council.

It does not apply to every person who received and paid a parking infringement.
